India reimposes anti dumping duty on Chinese titanium dioxide imports

India has reimposed anti dumping duty on titanium dioxide imported from China to protect domestic producers. The Finance Ministry announced that duties ranging from USD 460 to USD 681 per tonne will apply for five years. The Directorate General of Trade Remedies found that Chinese exporters were selling at unfairly low prices, causing injury to Indian industry.

The duty rates differ by company. Anhui Gold Star Titanium Dioxide Group will pay USD 609 per tonne. Shandong Jinhai Titanium Resources Technology and related firms will pay USD 563 per tonne. LB Group companies including LB Xiangyang and LB Sichuan will pay USD 460 per tonne. Non sampled cooperative producers will pay USD 510 per tonne. All other producers and exporters through third countries will face the highest rate of USD 681 per tonne.

Certain products are exempt. These include titanium dioxide used in food additives, pharmaceutical coatings, cosmetics, sunscreens, textiles and fibres. Nano or ultrafine titanium dioxide below 100 nanometres for textile and paint applications is also excluded. However pigment use in textile printing remains covered.

India first imposed provisional duties in 2016 and definitive duties in 2017. The latest sunset review confirmed that dumping continues. The renewed duty ensures fair competition and protects Indian producers. Importers must provide valid invoices with manufacturer details to claim specific duty rates. This step strengthens India’s trade stance and supports domestic industry with protection of nearly 100% against unfair pricing.
