India has introduced new Rent Rules 2025 to create a fair, transparent, and balanced rental framework for both landlords and tenants. Under the revised law, landlords can now collect a maximum of two months’ rent as a security deposit, ensuring that tenants are not overburdened at the start of a lease.
Tenants cannot be evicted without a proper legal process, protecting them from arbitrary removal. Every rental agreement must be digitally stamped and registered online within 60 days to ensure authenticity and legal validity. Landlords are permitted to revise rent only once in 12 months, with a mandatory 90-day written notice before any increase.
Access to the rented property requires a 24-hour written notice for inspection or repair work, ensuring tenant privacy. In case of essential repairs, tenants must first inform the landlord. If no action is taken within 30 days, the tenant can carry out the repairs and deduct the cost from the next month’s rent.
Additionally, any acts such as changing locks, cutting water or electricity supply, or intimidating tenants are now punishable offences, promoting dignity and security in the rental relationship. These new measures strengthen tenant rights while encouraging responsible landlord practices across India.
